        I can’t access some of the edit tools while working on my header (see pics), is there a way to change that?

          You have to use the wireframe view, bottom left. Sometime that happens… No other way of getting around it to my knowledge other than wireframe.

          You can select the section or item, then switch back to the normal view and the selection window will remain open.

            Sometimes does that when there’s no margins/padding. Wireframe view is a good solution, but to avoid switching back and forth you could also right-click, you get a drop-down menu of options. Go to “layers” and you get a modal that lets you see all the wireframes in like outline form, you can access the controls that way.
